National Council on Disability (NCD)

Have you heard of the National Council on Disability (NCD)?

NCD is a small, independent federal agency charged with advising the President, Congress, and other federal agencies regarding policies, programs, practices, and procedures that affect people with disabilities. NCD is comprised of a team of fifteen Senate-confirmed Presidential appointees, an Executive Director appointed by the Chairman, and eleven, full-time professional staff.

NCD's mission is to be a trusted advisor, in collaboration with people with disabilities to:
  • The President
  • The Congress
  • Federal entities
  • State, tribal communities, and local governments; and
  • Other entities and organizations
NCD has a proud history. First established as a small advisory Council within the Department of Education in 1978, NCD was transformed into an independent agency in 1984 and charged with reviewing all federal disability programs and policies. In 1986, NCD recommended enactment of an Americans with Disabilities Act, and then drafted the first version of the bill introduce in the House and Senate in 1988. Since enactment of the ADA in 1990, NCD has continued to play a leading role in analyzing the needs of people with disabilities, crafting policy solutions, and advising the President and Congress.

US Labor Department awards more than $21 million in Disability Employment Initiative funding to 7 states

WASHINGTON — The U.S. Department of Labor today announced $21,166,560 for seven states under the Disability Employment Initiative to improve education, training, and employment opportunities and outcomes for youth and adults who are unemployed, underemployed and/or receiving Social Security disability benefits. The initiative is jointly funded and administered by the department's Employment and Training Administration and its Office of Disability Employment Policy.

"During these difficult economic times, it is important to ensure that all workers, including those with disabilities — who as a group face employment barriers even during times of prosperity — are able to benefit from the Labor Department's employment and retraining services," said Secretary of Labor Hilda L. Solis. "These federal grants will help to provide services and support to individuals with disabilities in seven additional states, and put them on the path to permanent and secure jobs."

National Council on Disability (NCD) to Host Virtual Job Fair - October 4

The National Council on Disability wants to know about employment opportunities where YOU work!

On October 4, in observance of National Disability Employment Awareness Month and in connection with the online release of NCD's newest report, "The Power of Digital Inclusion: Technology's Impact on Employment and Opportunities for People with Disabilities" the National Council on Disability (NCD) will host its first-ever, virtual "job fair." On that day, we'll be promoting employment opportunities within the Federal Government, non-profit organizations, and private sector via Twitter, Facebook, and the NCD listserv.

Employment rates for people with disabilities have fallen almost continuously since the 1990s, despite the passage of the Americans with Disabilities Act (ADA) twenty-one years ago. When employed, people with disabilities have been a remarkably reliable labor force historically, but when industries cut back, disabled people are often the first to lose their jobs.
